Functions of the Planning, Designs and
Specialized Services Sub-department
Investigation, Planning and Design of infrastructural elements for
water resources development for irrigation and flood control.
Planning Branch
Conducting out water and land resource assessment studies to identify
development possibilities in selected river basins for irrigated
agriculture, drainage, flood protection, hydropower development and for
other water uses.
Preparation of project concepts, pre-feasibility studies, feasibility
studies for identified development possibilities.
Designs Branch
Detailed investigations and final formulation of major irrigation,
drainage and flood control projects.
Detailed designs of headworks and water conveyance systems of major
irrigation projects including preparation of construction drainage, bills
of quantities, estimates and specifications.
Hydrology Branch

Measures hydrological parameters
island wide. Rain Gauges Stream Gauges Evaporation Pans Sun shine recorders are
used for this.

Engineering Geology Branch
Foundation investigation by diamond core drilling Treatment of
foundation by cement grouting.
Strengthening of earthen embankment and foundations by clay grouting.
Strengthening of spillways and other concrete structures by cement
grouting.
Arresting of leaks through hydraulic structures by shot creating.
Assisting the dam safety division in monitoring the dam foundation
behavior and carrying out remedial measures.
Service other Government department and statutory organizations.
Engineering Materials Branch
Surveys to determine quantity and quality of materials of construction
of earthen and concrete structures.
Ensuring quality standards in the construction of earthen and concrete
structures.
Designing of earthen dams. Investigation for suitability of foundation
for earthen concrete structures and buildings. Investigation of and
proposing remedial measures for earthen dams in distress. Conducting
laboratory tests on construction materials. Undertaking investigations to
determine quality and quantity of construction materials (for other
organizations on requests.)
Hydraulics Branch
Assisting the Design branch of ID by carrying out model
studies. Carrying out research work related to the Hydraulics for
application in Irrigation, Drainage, Flood Protection Hydropower projects
and river management.
Advice and assistance to Dam Safety Unit. Repair and
services of scientific instruments. Work related to exhibitions and
photography.
Land Use Branch
Functions
:
Soil Surveys at National, Regional and Project level. Land capability
classification. Land suitability evaluation. Land allocation for
Agriculture, Settlements and other purposes.
The information is used in the calculation of field and project
irrigation water requirements, feasibility studies, detailed project
planning and designs and environment impact assessments.
Category 2
Water quality analysis. Soil moisture investigations. Infiltration
studies. Evapotranspiration calculations. Ground water investigations.
For irrigation planning, field and project water management, catchments
management and the formulation of water conservation strategies.
Regional Development & Construction Sub department
Regional Development and Construction
Construction of all major and minor reservoirs, diversion weirs and
related structures for water delivery and agricultural development in the
down stream areas.
Foreign funded projects HIR project, SADP,Mau Ara, Weli Oya Irrigation
Project.
Itemized works, CIAD project in 14 ranges. Any other major
projects in the ranges funded by other agencies
Machinery and Workshop branch
The branch provides the services of Maintenance of machinery vehicles
and equipment. Repairs of Machinery, vehicles and equipment. maintenance
of electro/Mechanical installation. Assist civil engineering construction
work where machinery and equipment needed. Preparation of specification
for procure and checking the conformity after supply.
Assets Management & Water
Management Sub department
Functions of the Assets Management & Water Management Sub department
Operation and management of all major irrigation schemes including the
institutional strengthening in major irrigation systems.
Irrigation Management and Operation Branch
Responsible for Water Management. Participatory irrigation management
and Institutional development. Farm productivity Improvement. System
Technology Improvement. Rehabilitation and Upgrading systems.
Assets
Management Branch
Management of
assets of the Irrigation Department including gravity and lift irrigation
schemes and buildings.
Dam Safety Branch
Responsible for Evaluating and significance of potential of dams
and related structures. Implementation of appropriate measures to reduce
risk to protect people and property and agricultural downstream.
Strategic planning, guiding and directing field staff on prospective
measures and modification of head works. Complication of scheme data and
information on historical events. Assessing rating works to select to
proper rate safety protection. Reviewing period is inspections done by
field officers and stream in lining the information for annual work plan.
Coordinating with specialized services division in ID and utilized
organizations for advices in critical cases. Coordinating of corporate dam
safety activities with MASL, CEB and provincial councils which h.. those
river basins. Directing the field staff to preparation and completion of
emergency action plan.
Training
In service training at Galgamuwa Irrigation Training Institute.
In-service training in Irrigation Department Head Office and other
institutions. Conduct examinations for the staff of he Irrigation
Department.
Plan Implementation Branch
Preparation of the capital budget of the department for successive
years and long term financial and physical programs. Preparation of
Implementation program according to the guideline given by the Plan
Implementation Ministry at the beginning of each financial year.
Monitoring of monthly implementation program during the year according to
the program prepared at the beginning of the year. Submission of progress
reports in the required format to the Ministry of I & WM, National
Planning Department and to the Ministry of Plan Implementation.
Preparation of Administration reports and annual plans.
Human Resources sub department
Functions - General Administration. Recruitment of non technical
grades. Training of non technical grades. Policy matters in
administration. Disciplinary control and inquiries. Public relation and
welfare matters.
