The proposed development plan mainly includes the construction of two new tanks; Waththegedara and Dodangolla having capacities of 1.30 MCM and 2.40 MCM. Also it includes augmentation of existing Himbiliyakada tank from 2.10 MCM to 2.46 MCM and construction of a 1.8 km long tunnel to divert water from Kalu Ganga to project area. In addition to that, construction of feeder canals from outlet structure of the tunnel to Waththegedara and Himbiliyakada tanks and link canal connecting Waththegedara and Dodangolla tanks are also salient features of the project. Besides that, a supplementary canal will be constructed to feed the Mailapitiya Wewa and its cascade system. It is also planned to construct an irrigation system especially in new development areas and to upgrade the existing irrigation system.

The construction of two new tanks and augmentation of Himbiliyakada tank provide irrigation facilities to 1300 acres of existing lands and 1010 acres of new lands. The present cropping intensity (1.0) of existing lands will be increased to 2.0 (cultivating in both seasons) and cropping intensity of new lands will be maintained at 2.0 with the introduction of OFCC during both seasons.
