Panamure Irrigation Scheme was built by constructing Kithalabokka weir across Eraporu Gaga and Ambagaha Ela weir across Kadigam Ara during the period of Maduwanwela Disawa in 1849. The scheme was rehabilitated during 1941 to present status by constructing a series of anicuts to improve the irrigation facilities.

The main objectives of the project is to regularize the flow to existing Panamure anicut series, which faces water shortages for cultivation especially in Yala seasons and to fulfill the water extraction requirement of the Kolonna Water Supply Scheme having a capacity of 7000 m3/day to provide drinking water facility to 40,000 people within the area of Kolonna & Embilipitiya Divisional Secretary divisions.

Kadigam Ara flow goes dry during the dry spells resulting the shortage of irrigation water for end of each Yala and Maha season and shortage of drinking water for the people living in Viralagala and Panamure areas. To address the issue it is proposed to construct reservoir across the kadigam ara which is named as Ellewewa Reservoir. The capacity of the proposed reservoir 2.25 MCM location of this reservoir is upstream to the Thambalawela Anicut and in the middle section of the anicut series.
